Cold Weather Provision
The Council is required to make cold weather provision available for rough sleepers. Arrangement are triggered when the night time temperature is predicted to be zero degrees or below at night. This is regardless of their eligibility for assistance from public funds so failed asylum seekers and people with no recourse to public funds can be helped.

The project aims to identify and assist vulnerable people in Calderdale over the winter October 2012 – March 31st 2013. The project offers: (After March 31st 2013 only items 5-7 will be available)
- Food Packs – Tinned & packet food as a short term measure (referred to as a winter pack on the referral card)
- Warmth pack – Contains hats, scarves, gloves, hot water bottle, flask etc.
- Ice safety pack – Contains ice shoe grippers to prevent falls on the ice and if required a car pack with de-icer, scraper etc. (for carers)
- Emergency Heating – Electric heaters should other forms of heating be broken, such as a boiler breakdown
- Advice on energy savings
- Advice on benefit entitlement
- Home fire safety visit
(On occasion we have quilts, sleeping bags, kettles, microwaves, grit bins etc. However stock is limited on these items, we ask that referral partners use their discretion when requesting these items.)
The project is funded by the Department of Health and is a joint project between CFFC, Calderdale Council, NHS, Calderdale SmartMove, West Yorkshire Fire Service.
The Project is not just for Winter
The service provided also runs across the Summer period where they focus particularly on the ‘Safe’ part

I’m a referring organisation, how do I refer people into the project?
If you don’t have one of our referral cards, don’t panic, email safeandwarm@cffc.co.uk and we’ll send some onto you.
If you do have one of our referral cards (It’s in the little white promotional leaflet) fill it out for the person you wish to refer and return it to us free post.
We will then pick up the referral and contact the relevant organisation to contact the person you have referred.
